extra info;
In short, level transitions happen based on a group of 21 frames (0.35 seconds) called a "frame rule." No matter how quickly you play, you are limited to moving on to the next level based on the frame rule you finish within. There's a fantastic analogy in the video link above that describes this all perfectly.
Frame rules also regulate different game events, such as enemy spawns/patterns. This is why darbian waits at the title screen; this manipulates RNG in his favor so that he might have a chance at a good Bullet Bill glitch attempt if he plays perfectly up to that point (AKA hitting all the necessary frame rules, including fast 4-2).

Wrong Warp:
Q: Hey, speaking of 4-2! I have tried that tube in 4.2 and it does NOT take you to the warp zone!!! It just ds you into a coin cash!!! Nothing more!!!
A: Nice try, YouTube professor, but there is a method to this madness that is perfectly legit. It is a glitch known as a "wrong warp" and is achieved by manipulating Mario's position on the screen. It is much better explained by watching this tutorial section, but I'll try my hand at it. Normally, you're meant to climb the vine to the warp zone while the pipe that darbian uses takes you to an underground coin room. However, by moving Mario further ahead and scrolling the screen back, you can trick the game into thinking Mario is further back instead of further ahead in the level. The game reads a specific memory value when determining where to send Mario whenever any type of warp is used, and this memory value is affected by screen position. By placing Mario's interpreted position before the underground pipe zone can be loaded, the game incorrectly reads that Mario is still back at the warp vine rather than the coin pipe. Since the game needs to send Mario to another location and can only read the previous location, it sends Mario to the warp zone instead of the underground coin cash, saving about five seconds of time.
