European Union science ministers Monday called for cheap access to the Internet as part of an action plan for harnessing new technology to create employment.Portuguese Science Minister Mariano Gago, whose country currently holds the EU presidency, said greater competition between phone companies in local markets was needed to make the cost of Internet access in Europe competitive with U.S. rates. "This means having a flat rate equal to or less than on the other side of the Atlantic," Gago told a news conference after opening a two-day meeting of EU science ministers. "So far, liberalization has focused on long-distance markets."
