The unknown device "PCI System Management Bus" appeared in device manager after you finish the installation of Win95 or Win98 first edition can be made recognizable by loading a patch file to register VIA chipset's functions in Win95 or Win98. In addition to the VIA function registry patch, you also need to install VIA PCI IRQ routing patch in order to work properly in Win98 first edition.
Please note that these two patches are not required for Win 98 SE..
