Senior Business Developer Product Security & Cybersecurity | The Hague

At TNO, you work on product security and cybersecurity-by-design for complex machines and software-intensive products, ranging from high-tech equipment to industrial systems. Apply your strategic expertise to technology that truly matters.

Digitalisation increasingly replaces physical functions with software. In complex machines - such as those used in manufacturing, high-tech and related domains - this creates new opportunities, but also new risks. Product security is therefore not a side issue, but a prerequisite for market access, safety and trust. As Senior Business Developer Product Security, you operate at the forefront of this development. You initiate new collaborations, connect stakeholders and ensure that innovative ideas are successfully translated into practice.

In this role, you develop and realise strategic business around product security and cybersecurity-by-design within the ICT, Strategy & Policy (ISP) unit. You operate in a complex landscape of industry, government and knowledge institutions, fulfilling a coordinating and connecting role.

  • Identifying and developing new business opportunities in the field of product security for complex, software-intensive machines.
  • Initiating and guiding public-private collaborations, from initial exploration to consortium building and contractual agreements.
  • Connecting market developments, technology and regulation (such as the Cyber Resilience Act) to concrete propositions and innovation programmes.
  • Working closely with researchers and programme managers to build distinctive value propositions that are both technically and strategically sound.
  • Building and maintaining a sustainable network across industry, government and relevant ecosystems.
  • Positioning TNO as a thought-leading partner in product security through conversations, presentations, events and collaborations.
  • Connecting client needs internally to the right expertise within TNO and stimulating collaboration between research groups.

In this role, you act both as a driver and a connector : someone who recognises opportunities, brings stakeholders together and turns ideas into impact.

The ICT, Strategy & Policy (ISP) unit addresses major societal innovation challenges. In multidisciplinary teams, we combine technological innovation with strategy and policy. We collaborate with industry, government and knowledge partners in cross-sector ecosystems such as high-tech, defence & security, energy, mobility and healthcare.

With around 500 professionals, we develop solutions that are not only technologically advanced, but also socially responsible and future-proof.

What we expect from you

You do not need to meet every requirement to apply. We are especially interested in what you bring and how you create impact.

  • A completed Master's degree in a technical, scientific or business-related field.
  • Experience in senior business development, innovation or strategic collaboration within a technical or industrial context.
  • Affinity with or knowledge of product security, cybersecurity-by-design or secure product development.
  • A network within product and system security for software-intensive and embedded products.
  • Insight into complex systems, such as software-intensive products, embedded systems or industrial automation.
  • Experience with or interest in public-private collaborations and working with multiple stakeholders and interests.
  • The ability to translate complex challenges into clear propositions and collaborative initiatives.
  • An entrepreneurial mindset: you recognise opportunities, dare to initiate and bring others along.

You recognise yourself in several of the following qualities:

  • You connect people and interests and build trust, both internally and externally.
  • You can switch easily between content, strategy and relationships.
  • You communicate clearly and convincingly, in both Dutch and English.
  • You are comfortable dealing with complexity and see opportunities where others see challenges.
  • You take initiative, but never work alone: you create momentum together with others.

Unsure if this role is the right fit?

We encourage you to apply anyway. We value diverse perspectives and look forward to shaping this role further together.
